ABS Light comes on solid after a few seconds. Nothing in Haynes manual, what are steps in diagnosis?

You will need to obtain trouble code. Most chain parts houses will do the scan. Let us know.

Re-tired is right, that will at least give you a direction to start looking. Your Caprice is a three-channel system, meaning it uses a right front, a left front and rear speed sensors. On a lot of the older cars the problem turns out to be connection related at one of the sensors or in the harness leading to a sensor. Road dirt, stones or whatever can damage them. You didn’t mention anything about not having a speedometer, so I will assume that the rear sensor is ok, because ABS uses the Vehicle speed sensor (VSS) as its rear-input speed for both of the rear wheels. So if you feel energetic go and check the short harnesses and the terminals at the front wheels, for any of that green furry stuff that grows on exposed wiring. Don’t be afraid to give the wires leading into the connector at the sensors a fairly good tug. Sometimes when the metal terminals are crimped onto the wire it partly cuts the wire and over time and vibration they break. When you open up the sheathing that covers the two sensor wires and notice that they are twisted around each other, they are suppose to be. It’s to help stop the wires from inducing a voltage into them selves. If you go through all of this and not find anything, you haven’t wasted your time. A visual inspection of the whole system is always one of the first steps in trying to find any problem. I know I have to remind myself of that all the time, what’s the saying can’t see the trees because of the forest. Dan.

EBCM flash code is 61, pump motor or relay fault. I have checked function of both over voltage protection relay and solenoid valve relay. solenoid valve relay can be felt activating when ignition is turned on. test light indicated voltage at ovp relay.
