My 1999 Explorer airbag indicator light is on. It blinks 3 times and then 6 times (5 cycles of this) and then stays on. Can you can me what the problem is?

It has to do with the drivers side air bag circuit. It is either an open or short in the system. There is a trouble code that is a "B" series that will help pinpoint the problem. The scan tool has to be capable of reading the air bag module to retrieve these codes. A good possibility is the clockspring in the steering wheel. But without the exact trouble code, it is hard to say for sure.
