2000 Explorer hood will not open. Lever under dash seemed to operate normally when I pulled it. But Hood did not release to the intermediate position so it could be opened. I have lubricated it and bounced on it, but to avail.
How can I open the hood?

Welcome to Venturis. You need a long screwdriver or prybar. Lay under the front and look up under the front until you locate the latch mechanism. Then use the long bar to move the part where the cable hooks to the latch. It should move to the drivers side. After you get it open, latch the lock with hood open and have someone move the handle to see if it will release the lock. If it moves but does not unlock, get some anti sieze lubricant and fill the latch full and try again. If the latch does not move, the cable or handle is broken.
