Well I finally made it back . 99 Taurus Fluid being pushed out of cap after shut off. Also losing fluid and beginning to whine. Blew out both pressure and return lines with air to no avail, decided that it was the rack and pinion so after checking out the removal procedure decided to let someone with a two post lift do this . Found out that the reason it was pushing the fluid out was because as it leaked fluid out the seals (very little ..not enough to show on the ground) that it would let air back in. So then when the engine was shut off the air would push the fluid back out the cap instead. Maybe this will help someone else sometime Thanks for the help.

Glad ya back Shade. Was hoping it would be a simple fix that you found and would relate to me for all of our Taurus fleet. But, I guess the rackhas bitten all of them. ;D Have a good rest of Holidays.
