We have a '93 Ford Tempo. The windshield wipers go on randomly, causing the left headlight to dim and the rear left turn signal to light up but not blink. Is this a simple wiring problem or something much more fierce and expensive?

Ouch! That's almost certainly a wiring problem in steering column. If this car has an air bag and you aren't a pro at this send it out. There are shops that specialize is this stuff. Sorry I don't have an easy answer for you, T

There is a possibility the problem is inside the multi-function(turn signal)switch. If you can find a used one to try, see if it helps or hurts the problem. All the things you mention run through the switch. The only odd-ball is the headlight dimming, but it does control the high beam lights.
